The security is pretty vicious. This fence had an electric fence, barbed wire and broken glass, NASTY!!!!
We guessed this sign meant dangerous residential area as a few metres on from here were shanties.

There are some pretty rough parts of town that I discovered on my morning runs and just walking around.
